What About Police and Fire?
Many US public safety agencies have moved to digital trunked systems (P25) or encrypted channels that consumer radios cannot decode. However, some rural departments still use analog VHF/UHF frequencies that your radio can receive. Check RadioReference.com for your local area. In most jurisdictions, listening is legal. Transmitting on public safety frequencies is NEVER legal.
How to Use Scanner Mode on QUANSHENG Radios
- Program your channels of interest with CHIRP
- Set Scan mode to Time or Carrier
- Press Scan — the radio cycles through all programmed channels
- Press PTT to stop scanning

- Use Skip to exclude busy channels like FM radio from scans
